City of Subiaco

The City of Subiaco is a local government authority in the western suburbs of Perth, Western Australia.

The City of Subiaco engaged Janali & Co. in 2025 to undertake a detailed community needs and services review to generate a deeper understanding of the social needs and trends that impact their community.

In addition, we were asked to analyse the City’s current responses to social needs and identify opportunities to improve the alignment of services with priority social outcomes.

To support the City with this project, Janali & Co:

  • Undertook desktop research of local, state and national data, social issues and trends across demographics and vulnerable target groups and analysed best practice approaches to respond to issues and needs.

  • Undertook service mapping of over 250 existing internal and external community services and programs within a 10km radius of the City, and completed an analysis of strengths, gaps and opportunities.

  • Facilitated stakeholder engagement, including staff and community sector surveys, interviews with key internal and external stakeholders, and a staff workshop to test findings.

  • Developed and delivered a final Community Needs and Services Review Report, including key insights and detailed recommendations.

  • Presented findings and recommendations to the City’s Executive Leadership Team.

 The City is currently using our insights and recommendations to inform the development of a Social Impact Framework.
